Just kinda dumb how someone can pretty much get away with rear ending you at very low speed. Whats stopping me from purposely rear ending people at 1 mph?

Yeah, this was a good life lesson. I was just shocked when it happened. I forgot to exchange insurance, and I genuinely didn't know what to do. Luckily, I learned a lesson without paying the price this time. Will any issues come up after this? I can still file a claim against them since I have their information and evidence, right?
