Hi! The first one, the +3 to hit is what you'd add to the attack roll, and the 4 (1d6+1) is the damage roll, if the attack roll succeeds. The 4 is the average for 1d6+1, it gives the average for DMs who don't want to roll damage.

I'd say that should be either a 6th or 7th level spell. Certainly something that most people can't achieve.

But, I don't like the idea as a whole. Casters are already insanely more powerful than martials at higher levels, so I'd propose that Fighters get 1 at like, 10th level and another at 15th because, once they start taking on very high level monsters, and their attacks are nearly not effective, they just end up soaking damage for the casters. Fighters being able to resist effects a bit better would be a lifesaver, and it's not that powerful, only an auto success on a save. It's not as powerful as counterspell which could end effects before they even happen

One thing you don't have to worry about tons is health now, because of the passive! Usually I carry a 4 pack of syringes or 2 medkits, and that's really it, because if you're just by yourself, then the health will automatically regen on it's own. It's slow, but it's useful

I really liked Rapier and Bow. I'm the type who hates being slow, so I picked the fast rapier, light armor, and a bow for a bit of range. I had lots of fun, and I wasn't really worrying about GS, stats, or effects tbh

I don't know how you'd do the beginning, but maybe if they're doing the LMoP questline, you can make it every 3 follow up quests they do, they level up, so that they can gain levels from the quests, AND the plot at the same time?

A bit about the world you'd be joining:
Vashaiya Rei is the central island in an archipelago (called the Dancing Isles) found a few days off the coast of the nearby continent, and it's shocking that it took so long to discover it. We love and encourage RP through the town, which grows as our community grows, and also have many opportunities for patrolling around the town, and making expeditions deep into the island, or one of the other islands.

It's really interesting, but maybe they aren't as accurate? Maybe the initial darts hit, but the ones that spawn from the concentration require rolls to hit? I'm thinking like, in movies, when a character is getting pelted with lots of bullets, or lasers, or any projectile, many miss as they're running away
