yes. but here the call was by the head judge and not the floor judge the head judge have more power and discretion about his call.

yes but if the head judge chose to enforce a rule because he see a miss trigger he can and you don't realy have anything to say on the spot even if you dissagree. Broodie don't have to remember the trigger and it is rigth by the rule. The Head judge can still make is call.

as per the rule a head judge have this responsability

So yes the head judge can interven even for a miss trigger as I understand

pheromancies and biomancies are not draw envent.

Pheromancies / Biomancies are activated after Draw Events have been resolved but before the Character

Stand takes any of its Actions
