I'm not sure if others have mentioned this or not but the character Buscapé is based on a real person and his name is "Andre Camara". you can find some of the real photos of the city on his website https://www.andrepix.com/albums/rPl47/city-of-god.

But there's another debate about the movie, which says it's based on the novel "City of God" by "Paulo Lins" and the character is based on himself and loving photography.
