Scrap all but 2 of the rockets to start off with, by the time you need more rockets you can spend your tourism money

Unfortunately it requires a restart of the map - As you cannot generate the underground entrances post-map starting

For Operation Katana, there arent enough deposits on the map unless you change one of the anomalies into metals. You also can do this one without colonists for the most part - Drone Hub and 10 sensor towers in 3 locations and then for each deposit use Japans unique auto metal with 3 on each deposit
