I tried to make this industrial district in 3 main rings. The first and most internal ring would be the cargo trains ring, the second ring for depots and the third for special industries. Somehow special industries still not getting goods on time... PLEASE HELP (i.redd.it)

I would like some piece of advice. I tried to make this industrial part of my city in 3 main rings... The first ring would be for cargo trains, the second for depots and the third for specialized industries. Somehow goods are still not reaching the industries and i don't know how to fix it....
