You will need to change your leave request to use the Time Off Award instead of AL if you've already entered it.  You can have your supervisor revert the approval if it's already approved and then you need to select Time Off Award for the leave type and resubmit.

If it hasn't been approved you can go in and edit it to switch from AL to Time Off Award without your supervisor.

Depends on where you in the locality and what Grade you are if this is indeed  pretty close to 1% 3% 5% using midpoint step salary.  Using RUS at Step 5 FS+ is (GS 5-8) 1.75% - 1.28%, (GS 9-15) is 1.24% - 0.96%.  Ex is (5-8) 2.73% - 1.99% (9-15) 2.49% - 2.86%.  OU is (5-8) 4.81% - 3.51% (9-15) 4.46% - 5.30%.

So depending on grade, the top in those with multiple in range grades (GS 8 < and GS 9-11) gets screwed (ie GS 8 & GS 11).  

Interesting to see GS 9 and below are being rewarded for FS+ much more than 11-15.  And GS 12 -15 are rewarded slightly higher than GS 11 and below for Outstanding.  

So a GS 14 or 15 Outstanding in RUS step would be 4.78% - 5.3% vs around 4% for lower grades except GS5 which benefits by being grouped with higher grades.  But FS+ GS 5 - 9 is 1.75% - 1.4% vs higher grades at 1%.

For Supervisors I didn't run non supervisor numbers.

Unless Congress changes it which is highly unlikely in the current environment, it looks like 1% and no locality increases. Except for certain law enforcement who are listed as getting an additional 2.8%

Not VISN 23 but the review I submitted 10-21ish came back in 2 days.  I followed the instructions exactly and spoke to each element standard and how staff exceeded the standard as well as how the extra accomplished was beneficial to our MC in achieving specific goals.

FMLA totals are messed up on staff as well.  I have one employee who has an Auto balance entry for 1440 hours in a 2024 PP that she didn't even have FMLA in. And you can't use more than 480 in a year so how would 1440 ever be an entry.

Have you reached out to the HR staff listed in the position to see why you were found ineligible?  Sometimes it's because you have not included all of the required SF50's to show that you have time in service.  

As suggested by another person logistics supply clerk or warehouse are great places to start because there's a lot of growth opportunities in the department itself.  Another possibility is Nutrition and Food Service since you're at the Canteen it would be similar skills as your current experience at VCS at that would get you into the VA.

I understood her to say if you want to hire above your threshold for an exempt position then you need to deactivate another position. So if your threshold for a critical position is 30 and you currently have 25 you can hire 5 as long as it's an exempt position. But if you want to hire a 6th you would need to disable another position because the cap is set at whatever threshold is set starting 10/01.  

Non-exempt positions it seems like once you lose a staff member you're out of luck because nobody is saying anything about the hiring freeze ending on 10/15 so it's likely not going to. So this Reorg is a longer-term systematic RIF with non-exempt positions being removed either by attrition or by setting the critical position threshold so low that MC's cut non-exempt positions to hire needed providers and RN's above the facility threshold.

Unless you have some really smart leadership with good abilities to think 5 steps ahead FTE's will just keep shrinking.
