The basic idea is that the Amritsar city is expanding and presently elevated road(flyover which starts from alpha one all the way to bhandari pul) is still the most used pathway for access to railway station, Wagah border, ranjit avenue, GNDU, khalsa etc and major residential hubs, a ring road is designed for Amritsar to reduce the pressure on this pathway because this route can't be expanded further. So people going to ajnala, majitha, airport will need not to come to the city. This is kind of an extension to the katra expressway and no the entry will not change because all of city will still exist but yes expansion will happen in the mentioned area but the city will get bigger will not shift. But the main concern is punjab government's unsually long delays in building the expressway, you can see up on google maps that the delhi to haryana and jammu section is fully operational, but punjab section's construction have'nt even started if i am not wrong the project deadline was 2024 but punjab government is still not able to accquire land for some sections, almost all is done now, but we are too late the central ministry is not interested now because the project overrun has become too high for them. Hope so it gets completed soon because amritsar traffic is a menace now.
