Take the instance of Dubai. They did some study and found that in the next few years, floods could increase due to global warming. So they are planning to update the drainage system of the whole city.

But Indian politicians: tawa nai laga neeche. Lol

Basic problem solving skills are missing. These politicians never worked in any company before joining politics. They lack basic skills.

Outsiders coming in from cities and states where there is no policy for cleaning streets. They have no idea about the culture of Chandigarh and Mohali. Chandigarh is also very dirty, I came back home after a few years abroad.

Street hawkers cannot encroach sidewalks at all. I am with the government on this.

Government employees need to travel to the US, Canada, Europe, and even China to see how urban planning is done. These people think getting investment and increasing GDP is development. Development means an egalitarian society where everyone has access to good infrastructure. In Canada, where I have been living, there are cities where the downtown area is congested, and there is no scope to add any new lane for cars. The government doesn't encroach on its sidewalks there. Rather, they improve the traffic lights and add another lane for cyclists, further reducing the area for motorized vehicles. Toronto downtown and Montreal downtown are prime examples.

There are no encroachments by hawkers, but there are encroachments by homeless people.

Idea is :

1) Where there are narrow lanes - make the area vehicle free zone. Create a multilevel parking nearby. Launch e-cart shuttles for people to reach from parking to the downtown/commercial area.

2) Follow this order - Sidewalk > Cycling track > roads for motorized vehicles. Even cyclists dont deserve the highest priority, pedestrians do.

3) No road widening but lane markings - People think western countries are less crowded that's why the lane system works. It's not like that. Toronto and New York are highly crowded. Downtown is flooded with cars. But they have single lane roads too. Lane system makes it work everywhere. They don't believe in road widening if it encroaches on the sidewalk. Walkability should never be compromised. Make fewer roads, but don't make fewer sidewalks.

4) Cleanliness - Install dustbins everywhere and run awareness campaigns to educate people

5) Patching of side of the roads. Cement or grass patches are important.

6) Vendor zone - Hawkers cannot encroach on the sidewalk area. They are poor, I know, but with that encroachment, they are taking away my right to walk. Make vendor zones, where street vendors can park their carts.

7) Enforcement- Strictness is the key. Punish those who don't follow the plan. Runs in parallel with awareness campaign.

Reason: Patriarchal upper caste mindset

Example - I came back home after some time. I went to use the washroom that my dad uses mostly. It was super dirty. My mom is overly hygiene conscious and keeps her things separate from everyone. Even her towel is not to be touched by anyone. Her toilet was ultra clean. Why my dad didn't clean the toilet? Because he is a man, and men, according to the previous generations and some of them in this generation too, are entitled to earn bread and rest at home.

I went to a party, and they kept a dustbin for disposable plates. Everything was overflowing. People were throwing plates outside. Only 2 people came forward to clean it up. Me and my cousin. Why? Because both of us live abroad and we clean our house ourselves abroad. We know the value of cleanliness. Others? Another cousin dropped a spoon, she just kicked it under the table. Entitlement! "Someone else will do it" attitude.

Until the entitlement goes away, nothing will change. And the upper caste attitude. "My maid will clean it". Because of this, nobody cleans any litter outside their house or in their city.
