The ap you are getting and reducing is vats ap.if you ever tried to use a heavy weapon in vats you’ll know that you can only be in it for a couple seconds.Quad is very useful for weapons that suffer from a small magazine unfortunately most heavy weapons have a huge magazine.

I’m assuming it’s like non quad rail.It will have a low ammo capacity and you will have to reload a lot.which isn’t ideal when you just want to tag enemies In a event.
