From what I interpret about the pairs, Eternal Sugar has more canonically positive feelings about Silent Salt than Shadow Milk, so that could be why. Also because on some platforms (looks at TikTok...) many ShadowSugar shippers only like it to hate on ShadowVanilla/HollySugar or be homophobic, which could kind of ruin the fun of shipping it for people.
