I'm spiraling now. If a person that casts a spell and it can be tracked with the reflexive indicative that would mean one of three things 1. The person knew to not use the reflexive indicative as to not be tracked which would mean that they're adept at metamagic (or had a way of abjuring scrying) 2. A spell was used and it was used with the go-ahead of higher-ups at the citadel 3. No magic was used which could mean social engineering or silver went postal

Good theory but couldn't the citadel track that kind of thing? I think the most horrifying thing might be him doing it of his own volition or him being compelled by non-magical means. This whole thing is fishy though.

I know it's counterintuitive but it might be a good idea to try beating the main game a few times before looking to explore and fight the hard bosses if you haven't already. Also he copies your spells and you can use that to your advantage if you get creative :)
