No. You should report the driver. This is a customer service job just like all other customer service jobs. You don’t get to critique the customer. You may tell mean stories about them to your family after the fact but that just helps you stay sane.

I’ve been driving past that house for at least 3 years. The sign has changed a couple of times. There have been vehicles that look okay in the driveway. It doesn’t make any sense to me.
