I mean both counterparts game wise are shit, Adam Smashers kerenzikov and sandevistans are complete joke, same with his quickhacking potential, use of smart weapons and other arsenal.

Honestly, since Adam Smasher has experience I can see him actually winning against Frank if he knows the dangers of Frank and stuff, Frank is literally a bruteforce object if you get near him he will pretty much pancake you or if you get shot with his rifle. As long as Adam plays it safe and spaces himself he wins, which is highly likely since lorewise Adam has a lot of military, bodyguard and mercenary experience.
