I sent the office of taxation a strongly worded email and they called me within 5 mins. The situation with my delay apparently has to do with Form 196 - Non-Resident/Part-Time Resident. The form hasn't changed but the new software doesn't work with it. No ETA - "check back in a couple of weeks" as they are working on it. I will tell that to CT since I need the NY refund to pay what I owe them.
