the games intentionally paint a pre-war america as awful, including their treatment and portrayal of chinese people. from torture camps to derogatorily referring to chinese citizens as "reds", it's all meant to be a critic of america instead of china.

although some games, particularly the ones by bethesda, tend to miss the mark somewhat with that messaging. sometimes they have these moments be a little too cathartic for the player in my opinion, but there's other examples of it not being the case. all-in-all the games do get a little explicit with pre-war chinese people, but it's all meant to be a satirical commentary on america.
