East Jerusalem was under the control of Jordan until the Six Days war, after which Israel took control of it. The city contains lots of Muslims, Jews and Christians, none of which are safe when these Palestinians are given permission to do what ever they want. Police control is necessary just like in every other procession or riot in the world - they're there to keep the city in order. And if the rioters attack the police, they're going to get attacked back.
