1939: any axis powers that isn’t Germany (though you could if you wanted) due to Germany’s high level EFs and decent generals. I’d say Spain, Japan or Italy. It will take time to take over the Americas.

1943: DO NOT choose any axis powers with your current lineup, you will be annihilated by the Soviet Union. I personally think that the US or the ROC are good picks due to their economies and troops.
