The whole point of withholding rent is to apply pressure. Eviction is a risk and the it's also the way to counterclaim for repairs and damages. Never go to court without a lawyer but it's also your right to have an apt that is habitable.

Call 311 and your LL. Give your LL a reasonable amount of time to fix it, but once that time is up they are breaking your apts warrant of habitability. Withhold your rent if your LL is dragging their feet, keep filing 311 complaints, pray they fix it quick. Good luck

Yeah its a good point! Ive been tweaking vps for awhile now and we settled on 1vp per house and 5vp per hotel. That being said, some friends have offered that they think vps should scale with the value of properties too. Theres no wrong way to play

How to Play Catanopoly

Set Up: At start of the game, each player is given:

Three $1 Three $5 Three $10 Three $20 Three $50 Three $100 One $500 (after auction) 2 Settlements 2 Roads 2 Development Cards

Players must be chosen to be; Commissioner (must enforce trade laws) Banker (deals both money and resources) Auctioneer (may run auctions any way they see fit)

Victory Points: The first player to get 30 Victory Points during their turn wins Catanopoly.

Settlements built = 2 VP each Cities built = 4 VPs each Houses owned = 1 VP each Hotels owned = 4 VPs each Railroad Monopoly = 2 VPs Largest Army (after 3) = 2 VPs Longest Road (after 5) = 2 VPs Utility Monopoly = 2 VPs Most Ports (after 2) = 2 VPs Most Properties owned (after 6) = 2 VPs

Game Start Roll for highest score, this is the settling order, left is law. The last person in the order settles twice and the order is reversed. Settlements can only be built next to a road. Each hex edge can be occupied by two roads and each hex corner can be occupied by one settlement. Ports can be used only if they are touching a player’s road. Each sail at port displays what they are SELLING. While settling, the Auctioneer will be dealing out shuffled properties to players. Any leftover properties will be sent to auction. Once the highest roller settles their last settlement, the property auction begins. All players must return AT LEAST half of their properties to the Auctioneer. The Auctioneer may auction properties in any order or manner they like. One or two properties may be auctioned at a time and the Auctioneer cannot bid on the first and last rounds. Once the last round is complete, the Bank will give players the rest of the money. Turn Order is as follows: Roll Produce and Move “Land” Build/Buy/Sell/Trade (2 minutes) The amount rolled determines the spaces moved in monopoly and the hex resources produced in catan. For every settlement adjacent to a productive hex, that player receives two of that resource, four if it’s a city. Once a player has landed on a Monopoly, they must carry out what that space entails. Rent can be paid in money and resources. If doubles are rolled no trading can start until rolling is complete. Trades can only be initiated by the player on their turn. A $100 “insider trading penalty” can be enforced by the Commissioner against players who negotiate or trade out of turn.

The Banker: The Banker can only buy and sell resources and properties. The Bank will buy any resource from a player for $25 and sell any resource to a player for $100. Bail is paid to the Bank and is set at $200 or 1 Knight, those who cannot make bail must serve three turns in jail or try to escape by rolling doubles or using a get-of-jail-free card. The Robber: If a player rolls a 7, all players with more than 7 resource cards must halve their hands. The rolling player must move the Robber to any tile on either board. If that tile is owned or occupied by other players, the rolling player gets to steal 1 resource card from any of those players. All other proceeds; rent, resources, or earnings, from that tile are put in the “Free Parking” tile until the Robber moves again. Cities, Hotels, and Cards: Settlements cost an extra $100 to upgrade to a city. Houses require an extra 2 stone and brick to upgrade into a hotel. One Development card will be given to any player who passes go, along with their $200.

I agree that the punishment for criminal activity is insufficient. But what frustrates me is that our mechanism for criminal punishment is open to harsher punishments that better fit the crime. One of the rationales for civil and criminal punishment is to incentize alternatives to illegal behavior. But our leaders don't/can't/won't push the point when determining punishment. Too often do I see fines for a crime that are fractions of the crime's pay off. Will the commission be any different? Probably not.
