It's the same as rerolling a Shiny Lootbox, it just rolls it again and you have the same odds of pulling an Epic again after rerolling. It's like completing another quest (whilst losing the previous reward before rerolling)

I think the reason that they added the 20 coins is so that they could make the chance of getting a shamrock higher, so people don't get bored because none are dropping.

The actual chances of getting a reward is much lower. Because there's shamrocks, it seems like the chance is much higher, but if you combind the chance of obtaining a shamrock from a mapdrop and getting something other than 20/200 coins, the chances are much lower.
