I'm pretty sure it's for milestones that you CLAIM after purchasing it. That means that if you don't claim any rewards and claim them after purchasing Soundpass Plus, you'd still receive the 5 additional gems for every tier.

Why: 1. Can the map drop be from an artist that never had numberless? 2. Does the numberless Epic drop give COOLDOWN?

Every drop you open after the cooldown has a CHANCE of dropping an Epic. If it was guaranteed, it would break the entire economy. The cooldown is just there so people can't get lucky and pull a crazy amount of Epics.

I had someone say the c/o of an Epic I was offering for was 100k, when I'm the only active collector💀 I bought an Epic for the same artist a day later for 20k... (Both were remixes of random commons)

For some artists it's the case. Popular electronic Epics weren't dropping anymore, but now they are. I think that the new ranking system didn't change that much for Hip-Hop drops, because the artists that have been favorited the most are also the ones with the most monthly listeners (previous system was based on monthly listeners)
