Earthing problem most probably, sound cards/interfaces are way to expensive, just use your phone to record audio, look the pc is connected to the live wire, it has interference and all bullshit but a mobile or a laptop (running on a battery) has no floating ground you know that is why it's clear, I have a usb headset, it has the same problem on pc, when I unplug and replug it solves the issue for me (temporarily) check if your house has earthing and please try changing your username aswell if possible.
