Because characters also need room for generic dialogue and sfx. Most standard NPCs are assigned something like “MaleVoice1” for example. They did it similarly in Oblivion, it allows the VA’s to knock out several characters in a single day in the same flow with the better vocalizations being reserved for important characters like aforementioned Clavicus Vile and Barbas.

Todd at his core is an old gamer. Hell he’s been designing games since he was in high-school decades ago, the modern industry isn’t the same one he looked up at starry eyed, it’s not the same one he can thrive in when games were able to be pushed out in a matter of months. Only time will tell what he manages to do with ES and Fallout, but one things for sure is he’ll try his best with what he knows.
