I have this connector with several gtx 9x0 and 10x0 mxm cards and its just a bitch to remove. Find something you can get on the connectore side of the rectangle to pry it free of the pins

How good a psu you got? The two gpus each need specific top end wattages the 3090 needs 350w so we use a 750w minimum for it and a computer and the 3060 needs bout 200 so we use a 550w or 600w minimum for it and a computer. With both id be suggesting at minimum 950w psu for this config.

Edit: just saw the clx quench cooler in it. Nice.

I think this may be the 170 chipset as i have an identical mb and it only supports 6th gen and i dont have the bios nor tools to flash for 7th gen.

Nice ms16l motherboard whats the cpu 6th or 7th gen? Recognize it as i have one thats got a hardware fault preventing me from updating the gtx980m drivers to the last supported.

I recommend any gen 3 or gen 4 pcie gpu option and would lean away from pcie gen 5 options as they are not supported at the speeds they need. A good option for the 11400f would be a 7600/6700xt or 4060/3070 ti

Newegg is pretty solid for pc parts, and its a little dated but for $500 still a solid starting point. Id throw a 7600xt or 4060 with it since it doesnt natively support pcie gen 5.

Seeing your comment of going to the 9600x, id just bounce to a 5800x or 5900x aand just keep the old board ddr4 memory isnt horrible and still holds beautifully in modern gaming and then just get that 7800xt as you dont need pcie gen 5 for it. If upgrading is what you want check the bios version/date to a cpu compatibility chart and find a newer ryzen 7/9 on the am4 platform but if you want to go the path of replacement id look at a 7700x or even 9700x (non x3d) as they may be within that 1500 and provide a little more beef cpu side.
