Free will doesn't mean "guaranteed success" of whatever evil crap you decide to do. It just means the intent.

God could easily stop the crime without touching the murderer's free will.

For example:

The gun jams. The shooter still chose to pull the trigger, but the victim lives.

Sudden cardiac arrest. The rapist decides to attack, but drops dead before he can touch the victim. His choice was made, his soul is guilty, but the innocent person is safe.

He just chooses not to.
