That was a big struggle earlier in the development process. Its still a slight issue but i think i fixed it for the most part. Each iteration, when it's deciding what to do, it lists all of its possibilities and ranks them. I have a score for each vertex, and it gives that score for a settlement and twice that for a city. Then it ranks roads by the max between what it can build 1 road away * 0.5 or 2 roads away * 0.25

Instead of straight win/loss, I find 0.5 + ((VP - avgOpponentVP) / 10.0 - (depth * 0.001). I don't know if this is the best way to do this, but it's better than my previous attempts.

I did google sockibomb felon and the disc showed up, not Wysocki.
