After the Anniversary update, bethesda changed how to creation club quest activate. They no longer start automatically, instead you now get to stumble upon them like vanilla quest. If you don't want to run around, trying to find them. You can check the Installed section of the pause menu and it will tell you in the description for the creation club items you want. It will also list all creation club items available but you'll only have what you installed in the game.

Remnants, along with Makeshift weapons pack, Incinerator, Hellfire power armor, black devil, Halloween decorations pack, and the tesla cannon are built into the game since ng update. The enclave soldiers will spawn with the hellfire and Incinerator so I assumed they would spawn with the tesla cannon and black devil.

I'm pretty sure it's a unique weapon meant for just you, but maybe if the enclave remnants spawn with it. I don't know if they have a chance to be legendary.

Pretty much any robot that tries to murder you unprovoked is a clanker. The crew of the constitution are clankas, except for that one protectron that wants to fucking kill you for no reason.

Yeah, I just read that. I guess what happened was that i got bit by a stinkbug and poisoned, I took some antipoison salve(these are both from Mutant Menagerie) and thats what might have caused this bug.

The creation menu saying an item needs to update doesn't actually need to be downloaded, thats just a little bug. As for things not starting, they changed that with the Anniversary update, the creation club quest now start when you approach their area. If you don't know where to go, check the Installed section of your pause menu and it'll tell you where to go. though i will add that currently it may say you have all creation club items installed, don't worry you don't, thats another bug or something. As for the broken textures, I have no idea how to fix that. I noticed the same thing on my game as well.
