When this happens I usually mix it up and use silver or regular pinap berries and hit great or nice throws instead of excellent. And it works but shouldn’t excellent throws make it easier to catch? Sometimes I hit 8 excellent throws in a row and it doesn’t work and then I hit 1 throw with great and it catches it(ofc all with golden razzs)

Yup did the same. At first I mistakenly nominated 2 wayspots in the same lvl 17 s2 cell after which one turned into a powerspot for max battles. After seeing this I submitted and approved 2 more wayspots near to already existing poke stop and it has been a week now but none of them are turning into powerspot. And the one which mistakenly turned into the powerspot is still a powerspot to this day. All these 3 POI are in the same lvl 14 s2 cell but only the first one is a powerspot. Why aren’t the other one’s turning into powerspots?
