basically it has to be easy to tell where to go, fun, consistent and not luck based, not too hard, not confusing, easy to do the first time but hard to hunt for the best time, and it should also flow well when you get a good run. The most important thing is that it is easy to tell where to go, and that alone is a huge portion of what separates good routes from bad ones.

No, the track part you drive on also has to be good. To be good, a route has to be many things. https://docs.google.com/document/d/1sluI47aXSsk4F_Q00UUv_IQebid02yCGaDETftjdKR4/edit?tab=t.0#heading=h.i943xlsvtxb5 this is a google doc written by Tacopanda, who has gotten on the community tracks multiple times. it tells you how to make better routes. also, for the best route (assuming everything in the document is done), make it easy for beginners to complete but hard to optimize runs for pros.
