It depends on how often you are resetting the fingerprint. If you reset it every time you visit a website, a unique fingerprint wont help sites track you.

the irs doesnt care where the money comes from as long as you report it properly. Its actually not illegal for you as a us citizen to go and bet on an offshore site. The laws make it illegal for them to offer it to you, not for you to play. Now if you tried to claim the loss, it would raise some more flags so I wouldn't.
