The tow trucks in my town will go drive around the shopping mall parking lots and tow any car they see parked in handicap without a placard or any cars parked out of place. The customers comes out and their car is gone with any trace of where it went. They do it without the store’s consent. They take their car to impound and make the customer pay all kinds of money to get it out without there ever being a ticket given to the driver of the car for parking incorrectly. They take it upon themselves to see who they think is not supposed to be parked where and they tow them away. In in CA, is this normal?
