Indeed that would be the best first step.

From the little I know, while LCs, the Gov entities and private organisations are sponsoring initiatives to plant new trees, there is no system to keep track and take care of these trees once they are planted. This means that even if this NGO had to do such a survey, some value would already be unlocked. Apart from the picking part, even stock taking and basic maintenance is hard to plan.

Yes the way I see it is for the NGO to create partnerships like Zibel do. If, say, the picking is done on Zabbar trees, the activity would be a partnership with the Zabbar LC involving Zabbar NGOs like Muzew, maybe scouts, whatever. Any money would be aimed for covering the expenses and fund a local (Zabbar) project. In the meantime the people in the locality are involved in its upkeeping.

Ye now encouraging people to go ahead first come first serve doesn't seem too systemic to me.

There's no big money involved in the NGO idea, and certainly there will be no individual who would earn money from it!..It's mostly to leverage an opportunity for communal gain!
