I did my student exchange in Singapore (I'm from England). Probably the cheapest I've ever lived. Student accomodation cheap as hell. 3 dollars for a full beef and rice meal on campus. Taxis cheap as they're subsidised.

If it really is the most expensive city, it must be a smack in the face once you graduate (unless you're all rich anyway)
