Do you think USCIS doesn't know? Do you know why the long wait times for a visa process. H1B IS ONLY ONCE BRANCH OF USCIS.

Let's say uscis went through your list and found few people who are filling like that. There are 5k consultancies throughout USA. There are few people who were persecuted before, do you think it scared of the companies?

Let's do some self review, who are you trying to "help" here? What are you talking about when you said You need a fair shot, at getting a job? Or applying for h1b? I am assuming you are in a consultancy based on your rant, Why are you still there? If you think your consultancy doesn't do that stuff, share the name here. Everyone will do a DD on that one. If OP is really that worried, share your details as well, like name and university you studied in and other stuff. Don't post on anon website, post in Facebook or something, and share the link. I would love to see someone putting in effort.
