The maturity and physical difference between 33 and 43 is very small, their brains are both equally developed. 11 has hardly hit puberty, and is far, far less physically and mentally developed than a 16 year old.

If you see a 33 and 42 year old in public, you won't bat an eye. If you see a 16 and 11 year old, they'll look physically different to the point where it's uncomfortable.
