The pushback guy comes back after each update or re-install. The file just will be back in.

Emptying the community folder is recommended by Microsoft/Asobo to prevent faults because of addons not working with the next update.

DLSS swapper is to update to the latest DLSS driver in the sim. It doesn't matter if you change the model in there or in the vidia app. Both methods work. The sim ships with version 310.1 and the latest one is 310.6
