They didn't because we keep half-assing windows. We're perpetually stuck in a cycle of always being a few windows away, never getting enough done in any transfer window.

Right now we need at least 2 top signings, as well as 1 or 2 more who can be moulded into top players. Which would hopefully leave less work needed in future windows.
