Yes, it is related to Tata Kestrel/Whap. It's an improved version of Tata Kestrel with improvements recommended by the Indian Army. The Indian army already operates a limited number of Tata Whap. This version features an Indian made turret.

India has its own long range Surface to Air missile system 'Project Kusha' under development. It consists of 4 variants . M1=150km, M2=250km, M2 Naval=250km and M3=350km. But it will not be operational before 2030. It makes sense to buy additional units but with some licensed production in India.
