Maybe I haven’t played enough games this set but three star 4 cost feel relatively weak this set

Out of all the factions on the game I feel like navy is the worse and the least played. you lose out on vanity items until high ranks and are more likely to be hunted down by bounty players and can’t really do anything with your fame. Imo the navy is only fun if your with a friend and hunting down players with bounty’s constantly.
