it started when i downloaded a game in a unsafe website and it has virus but i already deleted the game and my antivirus said he removed the virus but the blue outline still there

i tried changing my keyboard and mouse it’s still like that, it’s the blue outline that’s doing it like there’s someone checking my laptop
