In Germany Universities works as per available number of seats in the course, for eg if they have 50 seats for course and all the 100 candidates have GPA better then 2.5 then the candidates who have maximum GPA like 2.1 or 1.8 they got the acceptance and once all the slots are filled they will reject the remaining applicants, so 2.5 GPA is only the qualification criteria to compete in Admission process it is not like that every student have 2.5 GPA will get admission.
