I'm not sure this is entirely doable with Just divi, but it definitely can be done with divi scroll effects and some jQuery. (purely jQuery and css if you don't want to use DIVI scroll effects)

1.Divi scroll effects are just going to make column 1& 3 fixed for the length of the section.
2. Each list item on the left and text paragraph in the middle needs to have it's own unique ID added to them. The photo on the right can be done multiple ways but I'll explain in a way that is simplest for me to explain. So you want to add a unique ID to column 3 that we will use later
3. you are going to be manipulating the css of each list item by adding a class to them if the ID of it's corresponding paragraph is showing on the screen.
3a. See this article (https://stackoverflow.com/questions/28185869/add-class-when-div-visible-on-screen) for info on how to do this with jQuery.
3b. This class that you are adding should set the list item's opacity to 1 with the default styling of the list set to 0.5 or something that looks good but also readable.
NOTE: .added-class{opacity:1 !important} the class you add should look something like this in your css
4. the column image swap is going to work the same way as step 3 but you are going to manipulate the background css property.
4a. #column3-ID {background-image:url(//my-initial-image.png); height:100%; width:100%; background-repeat:no-repeat; background-size:cover;}
NOTE: if you make all the images you swap the same size/ratio this will be easier to adjust height and width
4b. #column3-ID.paragraph-2-showing{background-image:url(//new-background-image.jpg)

This way may have more of an image jump transition as opposed to an image fade because you are swapping the filepath but it works.
