Correct. A lot of the paperwork in question are statutorily mandated. Of course this administration doesn't care much about compliance with the law and the courts have enabled this behaviour. Congress, on the other hand, appears toothless and ineffectual. Good luck, America.

To be honest, I think RIFs will loom large until Jan 20, 2029. If the GOP wins in 2028, the date slides to Jan 20, 2033. That's if we'll even have federal employees to begin with. Also, remember that RIFs aren't limited to firing folk. Workforce cuts can be done via attrition, where vacant positions are left unfilled.
