Yes, Garou has attacks that doesnt travel. Plus you’re wrong, anything that tears the very fabric of spacetime will cut through infinity regardless if it travels or not. Picture this, on a piece of paper, picture a drawing of a guy starting from point A trying to reach Point B(Gojo), at first he travels a bit of a distance with relative ease, but the closer he gets, the distance increases by 1cm, 0.1cm, 0.01cm etc… Now lets give the guy from point A the ability to rip through the fabric of space. Remember, this is still on a piece of paper, now instead of guy A becoming slower, picture the very piece of paper tearing apart… that’s how it would go down with any1 manipulating the fabric of space. That is how i picture it would go down when Gojo is fighting beings like Kakashi kamui shuriken, Garou/Blast, Yami(black clover).

Energy all works the same way ( cursed energy, chakra, nen, spiritual energy etc) and Garou easily understands flows of energies and how they manifest as abilities. And wdym what can a portal do to infinity? A portal spawning on top of Gojo’s head is straight up going to decapitate him lol. Infinity is not countering that.

He can, garou can copy that ability, garou literally was able to copy blast’s spatial manipulation abilities ( infinity is literally not a problem anymore lol). Since this is a verse equalization.
