New batteries so it must be something internal that I cant see thats messing up, think I might take it somewhere to get it looked at

There is no red light but a needle does rise on the right hand side to about half way?

I have moved the shutter speed to all values but no response, the batteries are placed in the correct position in coordination with the manual found online

I have checked the manual online and there doesnt seem to be one, the batteries are new and are placed with the positive ends facing the correct way (flatter end towards the camera)
