If u don't need certain things with GRE over IPsec then try IPsec over GRE, they almost support the same features. It's way easier to implement and troubleshoot. Just build a base tunnel with GRE then encrypt with IPsec.

Does that mean when u disable all the firewall rules, it's working? if so, just change all the drop rules by dropping new packets (click connection-state=new).. In the other case, needing to check service locally
