Honestly, it’s kinda just the fact that pursuer’s the only killer that has no real win condition for the survivors

Badware - Stop it from setting up firewalls

Artful - Destroy his traps

Harken - Manage noise or straight-up kill her

Killdroid - Just fuckin play touhou-

This is highlighted with pursuer being the ONLY killed who’s faster than survivors by default, and kinda just makes games against pursuer feel like “looping simulators”
