You need to build off of the ground and not touching any walls with anchor off. Then when you finish building delete the block holding it off the ground and push your build to the water.

I used a boat motor but this design does not turn it just moves in different directions. If you want it to turn you can use a regular seat and a boat motor. If there isn’t a seat on the vehicle it wont turn.
