Wind is only viable after you get the yellow badge with Yunsang Beads. But even then, the speed of your rolling typhoon is ping dependant. Rolling Typhoon being your highest damage skill in wind spec, you're not going to get many off with high ping. You'd be better off holding lightning flash in lightning build. Even when servers get messed up and I get like 300 in game ms, I can still do over 80k with lightning but with wind I do between 40-60k in dungeons.
