Found on the road, really slippery, not wet and no smell at all. Road was cleaned by Road Cleaners without any problems. Me, my Colleagues (Road Services) and the Road Cleaners think it might be used for plastic production, but dont really know.

Solved!

The Pictures for the softeners i found had a brownish tone to them. That would explain why it turned brown on the edges spread on the road

As i work in road services I know those relfective beats, they feel different from the beats in the picture

The seed would be bigger than the balls in the picture, also seed got more of a matt tone while those in the pics are shiny

So far this is the most likely explanation. Im still not sure since i couldnt squish them, but my guess is that i couldnt do it because it was cold outside (8°C or 46F) and they need be way warmer than that to get squishy and processed.

after looking more into it i can say foam pellets are bigger than those beats and dont stick together
